The Ivory Hairpin, like the rest of Madam Nazar's Family Heirloom collectibles, move around the map based on cycles. There are six different cycles in Red Dead Online, changing each day at 12 am GMT (8 pm ET / 5 pm PT).
What this means is that the Ivory Hairpin could be located in one of six different locations around the map depending on which cycle is currently active.
The cycles in Red Dead Online are not activated in a specific pattern and are instead entirely randomized. Cycle 1 could lead into Cycle 6, which could then lead into Cycle 3 since they are completely random.
As a result of the way cycles work in Red Dead Online, you'll need to figure out which cycle is currently ongoing before you are able to locate the Ivory Hairpin or other Family Heirlooms.
