Activision confirmed that Call of Duty Modern Warfare 3 will feature all Call of Duty Modern Warfare 2 Operators, with the addition of some new ones. All current unlocked Operators players obtained in Modern Warfare 2 will be carried over to Modern Warfare 3 upon release.

However, those who don't currently own Modern Warfare 2 and exclusively purchase Modern Warfare 3 will not be able to access any basic Modern Warfare 2 operators in the new title, simply because you can't carry across progress you never gained.

Modern Warfare 3 Operators are split into two factions, similar to the Modern Warfare 2 Operators: SpecGru and KorTac. There's an incredibly high chance Modern Warfare 3 introduces a new core faction into the game, although, this implementation could feature in the first season of the title instead of the initial release of Modern Warfare 3. 

There will be a total of 61 Modern Warfare 3 Operators upon release, with this number expected to drastically rise by the end of the game cycle considering the quantity of Operators that typically release through battle passes and DLCs.

The Modern Warfare 2 Operators are hitting Modern Warfare 3 as a part of Activision's "Carry Forward" initiative, releasing a huge playable Operator base from release. This will only benefit players as they won't lose their purchases and hard work through another Call of Duty game cycle, ultimately making players feel that the "grind" or cost isn't lost this year.
