Among the new characters in the Fallout TV show quests in Fallout Shelter is The Ghoul. Like the other characters in this questline, you'll need to complete a special quest to unlock this character. Here's how to get The Ghoul, also known as Cooper, in Fallout Shelter.

How to Get Cooper, The Ghoul, in Fallout Shelter

The Ghoul is the reward for the second quest in the Fallout TV questline. This means that you'll need to complete the first quest, which rewards you with Lucy, before you unlock The Ghoul's quest and then unlock The Ghoul. The quest that lets you unlock the Ghoul is called Ghoul In Black.

To complete the Ghoul In Black quest, you'll need to be wearing Lucy's Vault Suit, which you can get after you unlock her. You won't be able to complete the quest without wearing this, so it may be a good idea to use Lucy herself.
