Right now, I do not have all the details on how to get the Dragon Heart in Blox Fruits. But that's not for a lack of trying—the item will only be added in Update 24. I speculate that the item will be a Mythical rarity and that you'll need to beat a Dragon Raid Boss to get it.

Similarly to the Leviathan Heart in Blox Fruits, there will probably be a lot of steps to follow. Also, I do not think the Dragon Heart is linked to the Dragon Fruit rework, but it may be required to unlock a new Fighting Style, Sword, or Race. It will also likely be needed to craft Mythical Scrolls.
