This is due to the wrench being a level 1 dissemble tool, and so will give you extra resources for doing so.
Making the wrench isn't too difficult, but you will need a forge to do so. You will need 18 forged iron, six mechanical parts, and three pieces of duct tape. But, here's the catch: you will either need to find the schematic to unlock the recipe for the wrench, or unlock it after attaining level 1 in salvage operations.
