The Call of Duty: Modern Warfare 3 Campaign missions occassionally feature dialogue choices that can have different impacts on the story and the gameplay. One such dialogue choice you will encounter is: “Who holds power in the Gulag?” during the opening Operation 627.

Makarov wants to test your loyalty, and see how well you know the situation, as he plans to break out of prison with your help. So, who has the upper hand in the Gulag: the guards, the prisoners, or neither in Modern Warfare 3? Here's the correct answer.

First of all, it's important to note that the story will not change regardless of how you respond to Makarov’s question. The dialogue option you choose here is only a cosmetic feature that affects Makarov’s reaction, not the lore.

You have just saved Makarov from his captors in the opening mission of MW3’s Campaign. As you enter an elevator with the notorious villain, he walks up to you and stares into your eyes. He poses a question that reveals his twisted worldview: “Andrei. Who holds the power in this gulag? The guards, or the prisoners?”

Here are the different replies that Makarov will give for each option:

  • The guards: Yes, Andrei—The guards have it...until we take it.
  • The prisoners: Yes, Andrei—That's why the guards need guns...
  • Neither: Yes, Andrei, very good! Power is held by those who seize it.

Makarov praises your character with the words, “Well done, soldier.” Your character’s fate will not depend on how you answer his question. But some fans think that choosing Prisoners is the “Good” option, Guards is the “Bad” option, and Neither is the “Neutral” option.

As previously noted, you can choose any dialogue option you want without affecting the story. Makarov will react differently to each option, but you only have a limited time to decide.
