Similar to the Stasis subclass and Void 3.0 update, which was released with The Witch Queen expansion, the Solar 3.0 update adds new ways to use your Solar abilities.

Solar 3.0 Fragments in Destiny 2 Season of the Haunted
Much like the Void 3.0 Fragments, you unlock the Solar 3.0 Fragments by talking to Ikora in the Tower. You will need Glimmer to purchase Fragments, some of which cost more than the others.

After acquiring the Fragments, you will have to meditate to unlock the new Solar 3.0 Fragments.
All the Solar Fragments which are currently available:
- Ember of Singeing
- Ember of Benevolence
- Ember of Eruption
- Ember of Searing
- Ember of Beams
- Ember of Combustion
- Ember of Torches
- Ember of Tempering
- Ember of Blistering
- Ember of Solace
There are a total of 14 Solar Fragments to unlock in Destiny 2 though you will notice that only 10 of them are currently available to purchase from Ikora. As evident from the version 4.1.0 patch notes. the remaining 4 Solar Fragments are currently "Redacted," meaning they will be available later down the line.
Bungie did something similar with the Void 3.0 update where it made some of the Fragments unavailable to purchase until the completion of the Vow of the Disciple raid.
While a new raid isn't en route, Season 17 will get a brand new Dungeon on 27th May 2022. Bungie may be holding on to the remaining Solar Fragments until the new Dungeon is out, or at least until it is ready to share more info on the upcoming Season 17 pinnacle activity. It's also possible that it would add the remaining Solar Fragments in Season 18. Either way, you will have to wait for official news from Bungie.
