The Elder Scrolls Online (ESO) developer, ZeniMax Online Studios, has several rulesets and guidelines its players should adhere to for various in-game activities. This mainly extends to the game's PvP modes, which have since seen multiple changes to address server performance and PvP combat issues.

The most significant changes were implemented for its Cyrodiil and Imperial City campaigns, which saw the developer initiate changes regarding Item Sets based on live testing on their servers. We've explained and detailed all the Item Sets allowed for Cyrodiil and Imperial City PvP campaigns in ESO.

What Are The Best No-Champion Points, No-Proc Item Sets For ESO?

Since the release of Update 31 for The Elder Scrolls Online, developer ZeniMax Online Studios has changed the then-current Cyrodiil no-Champion Points (CP) campaigns. These changes were detailed in a forum discussion post by the game's PvP and Comabt Lead, Brian Wheeler, to address several performance issues players experienced in Cyrodiil.

This resulted from ongoing testing on live PvP Megaservers, and while it didn't fully address the problems at hand, the developer had then implemented optimizations, including "disabling Item Set bonuses outside of pure stat gains." This means that Item Sets with a proc or an action influenced by "an ability" will be disabled to slow down calculations "on the server per combat action" to help with server performance.

Below are the first group of no-CP, no-proc Item Sets that were unaffected by the initial testing made by the developer:

  • Beekeeper's Gear
  • Crafty Alfiq
  • Draugr Hulk
  • Endurance
  • Fortified Brass
  • Grace of the Ancients
  • Hunding's Rage
  • Impregnable Armor
  • Law of Julianos
  • Leviathan
  • Mother's Sorrow
  • Plague Doctor
  • Shacklebreaker
  • Spinner's Garments
  • Spriggan's Thorns
  • Willpower Agility

As of 15th July 2023, over 80 sets and counting are unaffected by these changes that the developer listed. Additionally, Cyrodiil and Imperial City no-Champion Points (CP) campaigns disabled Item Sets from firing following additional testing, which expanded the list of allowed sets.

According to a forum poster, CaperGuy, who detailed in a post on the official Elder Scrolls Online forum, added additional Item Sets for players to consider when doing the PvP campaigns. They've stated that while the developer didn't initially address this, these sets have an existing "5-piece stat line," which can be considered to give players more "build diversity."
