Relay Tickets in Fire Emblem Engage are acquired once every 24 hours by entering the Somniel. You don't have to fulfill any prior conditions, and the item will simply be placed into your inventory after checking in. 

As of now, this is the only discovered way to acquire more Relay Tickets in Fire Emblem Engage. If 24 hours have passed and the Relay Ticket has not been placed into your inventory, you should be able to reset this bug by interacting with the Tower of Trials and then returning to the Somniel (at which point, it should enter your inventory).

Relay Tickets in Fire Emblem Engage allow you to challenge the Relay Trial in the Somniel. After acquiring your first Relay Ticket early in Fire Emblem Engage, you will unlock the Tower of Trials in the Somniel. You can fast-travel to this location and select one of three Trials; The Tempest, Relay, and Outrealm Trials. As you might suspect, Relay Tickets can be used to undergo the Relay Trial, which is an online cooperative challenge with another person. 

Players can join up with another person and take turns moving units around a map and taking down enemies. Essentially, this is like a relay race in which you pass each other turn to your opponent, trying to help support their decisions and follow a similar strategy. There are plenty of rewards available whether you complete the Relay Trial successfully or not (although greater rewards are provided if you win). These rewards include gifts, tonics, recipes, and more.
