It's entirely possible that Fortnite players haven't had an opportunity to use the Shield Bubble unless they equipped it in a Creative Mode. The last time that the item appeared was in Fortnite Chapter 2 Season 1, and of course, some time has passed since then. But the main idea behind the item is defense.
Fortnite Chapter 3 Season 2 - How do Shield Bubbles work?
At a base, the Shield Bubble in Fortnite Chapter 3 Season 2 is considered a utility item and it is typically a Rare or Epic rarity. They can be found as floor loot or within chests that can be held in stacks of two in total.
When these Shield Bubbles are thrown down, there is a dome that forms around the chosen area. This dome is blue and appears like a hologram, so it's entirely easy to spot. The main idea behind it is to play defense against incoming projectiles.

A Shield Bubble dome is meant to block any incoming projectiles and explosives, which seems to be a dire need with so many different weapons in Chapter 3 Season 2. With the latest hotfix dropping the Air Strike equipment, the bubble appears to be an answer to that attack if players feel the need it.
As for the stats, the bubble can be thrown down in just a couple of seconds, and the area of effect is fairly large so a team can use it to take cover. In total, the shield can take up to 400 hit points, which is perfect for defense against a lethal Air Strike.
Anyone can walk through the shield, but nothing projectile based can go through. If you are inside the bubble, it can be destroyed by hitting the item in the center, but it is invulnerable to outside attacks.
How to vote for the Shield Bubble in Fortnite Chapter 3 Season 2
When the bubble appears back in Chapter 3 Season 2 on the 13th of May, the item will have some competition. The player base will have the chance to use both the Balloon and the bubble for a limited time while the voting process goes on.
Voting is driven by using Gold Bars at a funding station. Once one side is entirely funded, that item wins and will return to the game for the foreseeable future or the rest of the Chapter.
To fund your favorite equipment, you can find a funding station that appears just like a bounty board. Simply approaching and interacting will give you an option to throw in the Gold Bars that you want to ensure victory.
