You will be able to get Ballad of the Boundless Blue for free from the main event of the 4.1 update called Waterborne Poetry. You will have to earn Poetry Gala Favor by participating in the three game modes featured in the event: Hundred Pace Hurling Rites, Inspiration Eruption, and Mending Painting Prospects.

• Hundred Pace Hurling Rites: In this mode, you will have to throw darts to hit as many Holding Pots as you can within the given time limit and hit the given scores.
• Inspiration Eruption: In this mode, you will have to defeat opponents in order to obtain Inspiring Crystals. After you have collected enough, they will rupture, dealing heavy damage to the enemies. This will help you defeat the enemy carrying a Mythic Nexus, which will appear at regular intervals and will be hard to defeat.
• Mending Painting Prospects: In this mode, you will have to take pictures and search for missing objects. You will have to go to their location, select a painting that you want to complete, and find the missing objects.

Once you collect the required amount of Poetry Gala Favor, you will be able to exchange it for Ballad of the Boundless Blue and its refinement materials.
