Genshin Impact features a wide range of factions and organisations tasked with keeping order, protecting age-old customs, and providing assistance to its citizens. They each play a part in governance in Teyvat, having a significant role during various Archon and World Quests across the continent.

One of these organisations, the Ministry of Civil Affairs, is one of the first many players encountered in Liyue. This guide explains who the Ministry of Civil Affairs is, its services, and its notable associates in Genshin Impact.

Who are the Ministry of Civil Affairs in Genshin Impact?

The Ministry of Civil Affairs is located within the Liyue region, working closely with other regional groups, including the Liyue Qixing. As they're tasked with providing administrative services within the area, their primary responsibilities mainly involve managing the affairs of the Liyue Harbour.

The ministry provides several services to the area, including

  • Proficiency examinations
  • Taxes, possibly tax collection
  • Permits, such as exit permits
  • Renting of mooring spaces
  • Customs clearance checks
  • Forms and other additional paperwork
  • Human resources and management services

Together with the Millelith, an enforcement agency based in Liyue, the Ministry of Civil Affairs reports its daily operations and investigations to the Liyue Qixing.

Ministry's prominent employees and associates are as follows:

  • Zhao: a clerk working the main desks for the Ministry of Civil Affairs
  • Ms. Yu: a secretary for the Ministry of Civil Affairs
  • Nervous An: A maritime administrator for the Ministry of Civil Affairs
  • Yelan: a public servant rumoured to be working or have affiliations with the Ministry of Civil Affairs

Yelan is possibly the organisation's most prominent figure; however, her appearance and involvement are mysterious. According to the official in-game description, Yelan "often appears in various guises at the center of events, and disappears before the storm stops."

Despite her role with the ministry gradually getting more suspicious, datamined information revealed voice notes from Ganyu and Keqing regarding Yelan. Ganyu commented that Yelan had been noticeably "absent from work for the majority of the year; I'm sure Lady Ningguang must have her reasons for making exceptions for her."

On the other hand, Keqing spoke of her positive attributes and established background, revealing that her "ancestors used to serve the Qixing. My grandfather and her family have had academic collaborations in the past. All in all, she's reliable, efficient, and provides important intel to the Ministry of Civil Affairs."

As this information neither confirms nor denies Yelan's activities within Liyue as an employee for the Ministry of Civil Affairs, her reputation has somewhat divided citizens. Nevertheless, the character is arriving in Genshin Impact in a future update, with multiple leaks suggesting this may be happening sooner than expected.
