To unlock the Shisui, Wando, or Saddi in Blox Fruits, you'll first need to have already made your way to the Second Sea and completed the Bartilo Quest. To undertake this quest, you must have reached Level 954.
Once you've accomplished the above objectives, join the server and speak with the Manager. The Manager will give you clues about the whereabouts of the Legendary Sword Dealer in Blox Fruits, who sells Shisui, Wando, and Saddi.

How To Find Legendary Sword Dealer In Blox Fruits
