The Great Rod of Oscar costs a hefty 5,000,000 E$, and you’ll also need access to Oscar’s Locker (GPS: X:-185, Y:-370, Z:2280), located in a small hidden underwater chamber at the northern edge of The Cursed Shores. Similarly to Mariana's Veil, you will need a submarine to reach it.
There’s a catch, though: the entrance is only visible if you’ve equipped the Amulet. This item can be obtained after you finish the Dead Man's Tale Quest in Fisch (I don't yet have a guide on how to complete this). Once inside, just interact with the Locker and make the purchase.
