The Crazy Man can be found at the Isle of New Beginnings in the Second Sea. His exact GPS coordinates are X: -470, Y: 83, Z: 378. To find him, go northeast of Waveborne until you reach the small rocky island with shipwrecks. You'll need to talk to him if you want to reach Treasure Island.

To find Treasure Island, you must speak to the Crazy Man. You can only do this once there's a Tornado, meaning you'll have to wait around for the weather to change. When you talk to him, he’ll say some wild lines about a "mythical island" that only shows up with courage… and a whale.

Say yes to help him, and you’ll start the “Treasure Island” quest in Fisch. When you press the “Travel” prompt after accepting the quest, both you and the Crazy Man will board the Treasure Whale. This orange sea creature will take you to Treasure Island after 90 seconds.

During this time, you can buy stuff from the Whale Merchant, including the Merchant Rod, Golden Shrimp Bait, and Whale Bait. After arriving, talk to Crazy Man again. He’ll laugh about being right and say he’s finally “home.” And that's how to complete the Crazy Man Quest in Fisch.
