To get the Hints Book in Return to Monkey Island, you must visit the Voodoo Lady. She can be found in her store, the International House of Mojo and will give you the book free of charge.

Once you enter the store, you will have a brief conversation with the Voodoo Lady before she hands over the Hints Book.
