You will need the White and Pink Falling Penstemon for gifting it to characters like Goofy and WALL-E to increase their respective Friendship Level fast. Moreover, Disney Dreamlight Valley also has some quests and activities associated with the White and Pink Falling Penstemon.

This includes Goofy's quest, Photographic Memory, which at one point will ask you to "Take Photos of White and Pink Falling Penstemon" and other plants.

For now, the developers are more focused on providing workarounds for reported issues like what we saw with the quest that requires Dream Shards—Gameloft gave away free Dream Shards and asked players to save them for the quest. 

It will be no surprise that you cannot find White and Pink Falling Penstemon in Disney Dreamlight Valley even after doing everything. So, we recommend you report this issue to the developers, and if the report frequency is high, Gameloft will either fix the problem or provide a workaround.
