You should probably pull Imbibitor Lunae's Light Cone if you plan on pulling Imbibitor Lunae. Firstly, it should be stated that you are free to summon on whatever banners you choose. Honkai Star Rail is a primarily PVE game, meaning no players have to worry about keeping up with a constantly evolving competitive metagame. 

That being said, Imbibitor Lunae's Light Cone is incredibly strong on him especially and has the following effect:

Brighter Than the Sun: Increases the wearer's CRIT Rate by 18%. When the wearer uses their Basic ATK, they will gain 1 stack of Dragon's Call for 2 turns. Each stack of Dragon's Call increases the wearer's ATK by 12% and Energy Regeneration Rate by 7%. Dragon's Call can be stacked up to 2 times.

Brighter Than the Sun Is Great For Imbibitor Lunae

Imbibitor Lunae has a very unique kit in that his skill is used to power up his basic attack. For that reason, players will likely be basic attacking a lot with this character, as that is Imbibitor Lunae's main source of damage. This Light Cone is there to help support that playstyle and is a great fit for this version of Dang Heng.

Not All DPS Characters Rely On Basic Attacks

This Light Cone's effect can stack up to two times, and players really want to be hitting the max stacks on this Light Cone to get the most out of it. However, not every DPS character wants to do basic attack two times in a row when they would rather be dishing out DMG with their skill. That being said, this Light Cone's effect is still decent on any DPS, as there will certainly be times when you are out of Skill Points and are forced to use a basic attack multiple times in a row.
