You can find it on top of a building with a water tank. It's next to the one and only Prowler Stash in the district.

It's in a little alleyway tucked between the apartments. Head straight downward from the location of the second chest, and you should be able to spot the blue glaze.

You can find it on the roof of a building just north of the yellow Mosque in the area. There's another building adjacent to it with a yellow crane, so you should be able to spot it from afar.

It's directly southeast of the crane building. Turn left, and you should be able to spot the blue light coming from the chest.
