Magnezone does spawn in the overworld but you need to know where to look in order to find it.

To catch Magnezone, you will need to climb the mountains that surround the Great Crater. This will require you to be far enough in the game where Koraidon or Miradon can climb surfaces. You just need to climb one of the mountains, walk around the ridge and you will eventually find a Magnezone waiting for you.
