To find the Team Rocket Leader Cliff, players must defeat Team Rocket Grunts and collect Radar Pieces. Once the Radar Pieces are collected, the radar will lead players to one of the Team Rocket Leader's locations, where you'll encounter either Arlo or Sierra.
Pokémon Go Cliff's Pokémon Lineups
To beat Cliff, players must defeat three of his Pokémon. The first Pokémon in his lineup will always be Cubone, but the last two rotate between different Pokémon.

- 1st Pokémon – Cubone
- 2nd Pokémon – Electivire, Luxray, or Omastar
- 3rd Pokémon –Tyranitar, Charizard, or Swampert
Pokémon Go Cliff's First Pokémon and Counters
Cliff's first Pokémon will always be Cubone which is a Ground-type. Make sure to be a strong Grass or Water-type to deal with this Pokémon quickly.
Cubone Counters:
- Kingler
- Kyogre
- Tangrowth

Pokémon Go Cliff's Second Pokémon and Counters
After defeating Cliff's Cubone, you'll have to face Electivire, Luxray, or Omastar. A good Ground Pokémon will help you counter Cliff's Electivire.
Electivire Counters:
- Excadrill
- Groudon
- Krookodile
Luxray is an Electric-type Pokémon much like Electivire, so similar counters are advised.
Luxray Counters:
- Excadrill
- Groudon
- Landorus

When you face Omastar, a Rock/Water Pokémon, an Electric, Fighting, Grass, and Ground Pokémon will be your best choice.
Omastar Counters:
- Tangrowth
- Venusaur
- Torterra
Pokémon Go Cliff's Third Pokémon and Counters
Cliff's third Pokémon will randomly be selected between Tyranitar, Charizard, or Swampert. Being a Rock/Dark Pokémon, Tyranitar is weak to Bug, Fairy, Fighting, Grass, Ground, Steel, and Water, giving players many counter options.

Tyranitar Counters:
- Blaziken
- Conkeldurr
- Machamp
You may also have to face Charizard, a Fire/Flying Pokémon that's weak against Electric, Rock, and Water moves.
Charizard Counters:
- Landorus
- Rhyperior
- Groudon
If you're matched against Swampert, a Water/Ground-type, you'll want to counter with a strong Grass Pokémon.
Swampert Counters:
- Tangrowth
- Venusaur
- Torterra
