This location can be unlocked by completing the Discovery quest, Wares in Low Places, for which you can follow Zeki after working hours from the tavern at Ormmu Horn’s Inn to a secret entrance in the basement of his General Store. However, if you are unable to enter the Underground Black Market here, you will need to find another way to enter, which can be accessed from The Sewers at Crystal Lake along Remembrance Beach.
