The issue is persisting since the release of the COD Vanguard beta, and even players with good PC hardware are facing it. If you are one of those players, you can try the possible fixes listed below.
COD Vanguard: How to fix packet burst issue

Activision has not announced any fix officially, but here are a few things you can try:
- The first thing that you need to make sure of is that you have a stable internet connection. If not, contact your internet provider to fix it.
- If you are using Wi-Fi, try switching to a wired ethernet connection and also pause all the downloads, if any, to avoid consumption of internet speed.
- Another thing you can try is switching off the "On-demand Texture Streaming" by going into the Settings. Then click on the Graphics tab and scroll down to find the "On-demand Texture Streaming" option. While this method seems to do the trick for a lot of players, it is not a guaranteed fix.
- If you are using a VPN, make sure to turn it off as it will connect you to a location different from yours and hence, creating ping and lag issues.
If you are still facing the issues, you will have to wait till Activision fixes it with an update by optimizing the game.
