First and foremost, those who participated in the Cycle of Strife as Shadows can earn some rewards simply by following the Cycle's End quest chain and speaking to an NPC.
They can also purchase a Cycle's Turn chest for 50 Hilts from the Hilts trader. There's a daily limit of one Cycle's Turn chest per character that you can purchase.

After purchasing the Cycle's Turn chest for the first time, I was confused. I did not see a chest to open in my inventory, nor saw any rewards drop to the ground.

Here's the thing, you actually did get your Cycle's Turn chest rewards. The chest opens automatically and adds the rewards to your inventory.
These rewards are, however, very insignificant if you ask me, which is why many players think the Cycle's Turn chest rewards are missing, as they go unnoticed.

After three Cycle's turn chests, we received one Simple Charm and two Normal Gems. The Reforge Stones and Echo Crystals are, of course, more noticeable rewards but do not appear to show up often.
