While Mister Sinister does work well inside other swarming decks like Sera Miracle, most decks try to buff the Sinister clone using other support cards. 

Patriot Deck

The best deck where Mister Sinister is included would have to be Patriot decks. Patriot decks use the incredible power of Patriot in order to buff cards with no abilities or text. Mister Sinister's Sinister Clone is a great body to receive the buff from Patriot. 

Patriot alone is usually not enough to win games, but via other cards like Mystique, Onslaught, and Blue Marvel, Patriot decks can pump out ridiculous power levels across all three locations.
