These weapon components combine to make the M16 that you are trying to get. In total, there are 10 random crime scenes that can appear on the map with a total of 5 different parts you need to collect to make the M16.

A Different Way To Get The M16 Parts
There is a far less involved way to get the M16 without having to do a treasure hunt for the parts. If you own The Agency which was part of The Contract DLC, then you have another way to get the gun.
All you need to do is go to the Ammu-Nation or armory that you own from that business and purchase the M16 from there. It will be the same gun you get if you collected all the parts.
